Zeus Publishing Text for Windows is a multiple langauge text editor for programmers which supports Brief, Epsilon, Wordstar and EMACS keyboards. It has been designed to develop software easily by making coding simpler and more intuitive.

However, if you program in only one language, you'll want something more specifically tailored to it than Zeus Publishing Text.
